[Gllug] Can't configure X on Debian Sarge

I've got a Debian Sarge box which was originally installed without X.
I'm now trying to add it in and I think I've got all the packages
installed but it refuses to configure.

If I run "dpkg-reconfigure xserver-xfree86" it goes through all the
usual questions about configuring X but then it simply doesn't write the
configuration file.  /etc/X11/XF86Config-4 is there but it's an empty
file.  No error messages are produced.  What might be missing which
would prevent the file being written?
