There are two options both of which will require an additional step to
move the mail into the relevant structure for whatever IMAP setup you go
for.

Outport - http://outport.sourceforge.net
Mozilla on Windows will import PST information and dump it in mbox
format. 

Perhaps someone else knows how to adapt an mbox file into IMAP form.
