Your Mini-ITX board isn't properly grounded. This is a *really* *common*
problem with certain Mini-ITX boards and cases.

The classic fix is a wire from one of the motherboard mounting screws
(under the head so it makes contact *just* with the ground ring)  to a
case screw.
