No.  The "Government" will buy anything that's "sold" well enough to 
them - especially if there are large brown envelopes available.  The OS 
community doesn't have the buying power of some large American 
corporations, so won't easily get a look in.  It doesn't matter that MS 
have /never/ produced /anything/ that works properly.  However, they can 
"sell" anything they like.....
