Solar water heating is used quite extensively in Israel from what I have
been told.  More modern systems and self build kits have a better
repayment value.  Maintenance costs on Solar and PV in particular are
pretty low from the figures I have seen.  I have also seen heat exchange
systems using pipes lain beneath the ground but I don't think they are
practical for urbanite.
