Perhaps because the Internet != the WWW. There are people that
only use email or IM, for example. Also, using a proxy on a machine
elsewhere tunnelled through something other than port 80 would
effectively give you free net access simply by not paying your bill.
Not a good long term business model if you're an ISP...
