That doesn't match my experience. You can pass yum options so that it
doesn't ask but that is not the default behaviour.
Which leads to the obvious question of what have your clients done to
their yum setup? Posting their yum.conf and /etc/yum.repos.d might be
helpful in working out exactly what happened.
We've been using yum in an enterprise setting here for nearly two years
and the behaviour you are describing doesn't make sense to me.
