LILO can certainly do it. On one of my machines, which decided (for
reasons known only to the crack monkeys who write BIOSes) to forbid
booting from SCSI the instant I added an IDE drive:

boot = /dev/hda
[...]
image = /boot/vmlinuz.old
  root = /dev/sda1
[...]

i.e., it's no effort at all, as long as your BIOS can see the
drive on which the map file, stage 2 loader and kernel reside.
(If it can't, you've got a problem booting no matter what.)
