Sure it is.  You'll need to provide your own nameserver glue and it 
wouldn't propogate but it's a perfectly valid domain name.  Many people 
and organisations use private internal domains.

In fact, if you stick to the vanilla TLDs then there are whole chunks of 
the Internet you're missing, see http://www.opennic.unrated.net/
