The card readers are known as Common Interface (CI)[1], for insertion of
Conditional Access Modules (CAM)[2].  This is how On Digital worked and
how Top Up TV works.  The device works like this:
Encrypted signal received
Encrypted signal sent to CAM
Unencrypted video data sent to receiver
Unencrypted video data decoded and sent out of box.

AFAIK, there is no "DRM" after the decoding bit.  All they're doing is
ensuring you have paid for the content, not what you do with it after
decryption.
