I think Flickr.com definitely qualifies - features such as being able 
nominate people as contacts, friends or family, and filtering the photos 
that each group sees enhances the value of the service without 
detracting or overcomplicating it. I've also found a number of people 
who generally publish photos I like and so my days are brightened by a 
stream of interesting pictures. Whether that's quite like socialising is 
another question but it makes the place something other than just an 
online place to store my images.

Del.icio.us is another one. Primarily it works as a way of storing links 
  so I can get to them whatever (web-connected) machine I'm on. However, 
I have made some use of the exploration facilities and particularly 
enjoy adding friends and acquaintances into my "network" so I can see 
(and occasionally follow up) the links they have found.
