Solved. The bridge-utils package wasn't installed in Dom0, so brctl
couldn't be found. From the number of similar error messages Google
brings up, it seems this is actually a reasonably common problem. It
would be nice if a) the error message was a bit more helpful, and b)
it was in a Xen FAQ somewhere.
