Incorrect use of all kinds of available facilities leads to problems.

There is little (nothing!) you can do to remedy stupidity on the part of 
admins of systems not under your control. If they cannot mess things up on 
way they will find another.

For myself I publish rather liberal SPF records on that basis that it 
allows those with clue to use them in a scoring sytem while not resulting 
in idiots blocking email on the basis of overly strict rules.

I don't publish SPF rules for hosted domains at all unless specifically 
asked to do so.
