Only because Debian is better suited to a stable platform.

Each distro has a different intended user base. Gentoo was never, AIUI, 
intended to be marketed at the "stable server" userbase just as Debian 
Stable is not generally marketed at the "I want bleeding edge madness" 
crowd.
