no, the reserved space is for after the filesystem is "100% full"
as per df. When the fs reaches 100% you still really have that extra 5%
to work with if you are root (or a nominated user - see tune2fs -u).
This can be useful to give you a little extra space for essential
root-owned stuff such as syslogd. This will buy you some time especially
if the cause of the full fs is down to a non-root process.
this occurs irrespective of whether you have or have not just issued an
init 0.
