Well, its *function* is to provide something valueless for rich people
to `get in return' when they give money to political parties (once, to
the King). What's more, because they can only get a given honour once,
eventually a given rich person should stop giving them money, minimising
the chance that the political party will become a tool of any given rich
person.

It worked quite well until people started to consider that paying for
honours was a crime (in the early years of this century).
