[Gllug] communicating_manuals

If the manuals are covered by a free license of some description, then
surely the solution to that problem is straightforward and obvious:
contribute some improvements to SUSE (or whoever is responsible for
the manual in question)?  The worst they can do is reject them out of
hand.
