Where is "here"? Fedora (like most other Linux distributions) is
a global project. However, most of the infrastructure behind Fedora
is based in the USA, which as we all know, has some bizarre patent
laws.
The only real difference is that Fedora has a high profile backer
with very deep pockets, so the likelihood of being sued is that much
higher than it is for, say, Debian. Thus it is not only morally
sound to avoid distributing patent encumbered codecs, it's also a
pragmatic approach.
