Hi Steve,

Try to su to apache then run svn ls file://:/var/svn/repository/example
and see what this gets you to eliminate your svn config. If you can run
this as apache it must be something in the apache config. You may also
want to turn on apache verbose debugging to see if you can get something
more juicy...
