[Gllug] pam-panel-icon EggCups applets popup

One of the users on my multi-user box has started having a couple of
applets show up which try to hide themselves but still show up in the
window list.
The applets are pam-panel-icon which never goes away and EggCups which
comes and goes with print jobs.
If I kill pam-panel-icon it respawns. I would much rather it just not
pop up.
The farthest I have got so far is that it monitors unclosed
authorization sessions. However, having restarted the system several
times for various reasons I do not see why this would persist.
If I access a system utility, requiring the root password, it shows an
icon representing root authorization.
Either I don't know what I am looking at or I am searching for the wrong
thing. Any direction would be of help. These applet windows do not show
up for other users.

ps I am using FC6 with a default of gnome desktop which is kept up to
date with the Fedora repositories.
