[Gllug] Combined phone and broadband in the Barnet Area

Hi,
I have a friend who currently has no phone line who needs a broadband
connection. BT are demanding a £125 connection fee which seems rather
extortionate. He is not in cable area.
I was under the impression that ISPs were able to sell BT lines via a
wholesale agreement. The thinking being that the ISP may discount/waive
the connection fee but the usual suspects are all saying they aren't
currently able to sell BT lines.
Does anyone have a suggestion on how to get internet connection avoiding
a huge connection fee? (Preferably legally and not hacking into the
local wireless networks ;-))
