Didn't Benjamin Franklin say something to the effect that those who
would give up liberty for security deserve neither?
Personally, I don't think they are alternatives. I've yet to see any
evidence that restrictions on liberty improve security. Certainly the
existence of a 90-day detention law - subsequently extended to 180
days - did nothing to save apartheid South Africa from its deserved
demise,
