I can answer that, they said "up to 8mb".

Why should they be able to or why can't they be bothered? :o)

In the first instance I'd say that morally they could try and do
something about it but this is one of many cases and I doubt their
customers would like the price increase should BT decide to upgrade all
such lines.
In the second: whilst it may not be corporate policy I think it's not
that hard to draw this conclusion when you interact with some of their
staff.

For a domestic connection? I think he's going for cable anyway now. I've
warned him about Virgin's legendary customer "support" (of which I have
painful first hand experience).
