[Gllug] Rsync question

Hello,
   I am trying to use rsync (actually the anonftpsync facility provided by
Debian) to update an archive of the Debian pool. I already have most of the
contents in a local apt-cacher, but most have a later time stamp than the
originals. Rsync is claimed to be able to import any file differences, but
it is taking longer, and (more important) more data, than expected, and I am
suspicious that it could be downloading the complete files because of the
incorrect time stamps. Is this likely?
   I think that jigdo and apt-cacher can build the installation CD/DVD
images with the correct time stamps, so I could rebuild the existing
/debian/pool if really neccessary.
