The actual reduction in central London traffic is slightly under 7% -
this is probably not enough to really affect air quality.  The NO2 and
particulates counts have increased markedly since the introduction of
the zone, predominantly because of the increased use of diesel engines
in domestic cars and small commercial vehicles.
