Sounds very similar to streetcar.co.uk which operates in London (and  
elsewhere now I think).
Streetcar charge £5 per hour, and give you 30 miles free per day.

For a techie, the service is great because the cars are free between  
midnight and 6am,
so I don't have to pay to go to Docklands to fix broken servers at  
night :-)
