I recently met a very senior Police Officer at a dinner party thrown by
my Dad.
One topic of conversation was the way that the the TYPE of crime being
prosecuted has changed markedly over the last few years. Burglary and
other theft offences are vastly reduced, but crimes of violence against
the person and (of course) motoring offences are massively increased.
He also admitted that domestic burglary simply isn't investigated any
more - the only time that the Police get involved is if the householder
discovers the burglar and physically restrains him until the Police
arrive. The householder is almost always prosecuted!
Another significant admission is that the figures reported to the Home
Office HAVE to show a downward trend (jobs depend on it), so they are
manipulated at Police Headquarters - most of the figures submitted are
pure fiction.
Of course when the already suspect figures are collated at Whitehall,
they are further "adjusted". Thus the Home Secretary can always report
improving crime statistics!
