Inkscape <http://www.inkscape.org/> might fit the bill, depending on
how stringent your requirements are. I have never used the Vector
package you mention but press Inkscape into daily use as a personal
"task management whiteboard" - it is much more flexible than just a
tool for creating fancy graphics.
