Or a blip in your insuffucient data.
What was the jouney time on the previous Monday - Mondays are never the
same as Fridays on any busy road route - and the several previous Mondays?
What was the journey time on a similar subsequent number of Mondays after
the change?
Were there other factors? Yes - as has been pointed out school holidays
co-incided and they always have a massive effect reducing traffic volume.
What other factors were being employed? Were there any changes to traffic
signaling for example?
TfL have readily admitted that the effect of the introduction of the
congestion charge zone reduced over time. This would seem to indicate that
it is not a sustainable way of managing the issue. The traffic still has
to get through.
