Isn't that the situation today?  I believe the going rate for a peerage
is in the region of £0.5M - so money can certainly distort the
composition of the government!

I'd just like to be able to keep a reasonable proportion of my
hard-earned, and not have to support the huge number of government
"projects" that squander inordinate amounts of money and achieve
nothing!
