Quite often it's simply that a significant amount of work has been done
in a particular licence and so it's just easier to go along with it.

It might be worth looking at the creative commons project, they have
distilled a lot of the basic differences of opinion people have about
licences into a pick&mix scheme.

The last attribute is the GPL of the bunch ;)

I would think that creativecommons would be ideal for something like
openstreetmap.
