Oh yes it is, I routinely drive round and often get face full of flash 
from drivers the other way and it is enough to dazzle you.  Especially 
at night on unlit road stretches.

I have nearly collided with the central reservation of the A40 by the 
hoover building due to the camera there flashing as i drive towards it, 
sometimes it seems with nothing going past me.

Also there is one on the m4 near the start of the elevated section going 
into London where the speed limit is 40mph, but it seems to get 
triggered by people coming out of London who are legitamatley doing 70, 
queue face full of flash.
