Forget my second question.  Immediately after sending that I managed to 
devise the right query to give to Google, and found out it is a known 
bug in Nautilus.  It's been fixed in the version currently in Debian Etch.

I'd still be interested if anyone knows how to change the global umask 
for users in Ubuntu or Debian though.
