Programme licensing is usually region specific. His suppliers are unlikely 
to be able to offer the feed to this region.

Indeed as UK laws are other than Canadian.

Note that there is also a supply issue on the distribution side. There is 
no central distribution agency as there must be in the US to cope with the 
needs of hundreds of local broadcasting networks - there is just BBC/ITV 
and Sky/NTL.

Here you would have to either go with one of those (expensive) or 
negotiate to carry content from every channel you want separately.
