Oh yes I can.
Unemployment of low skilled workers the ones who did not finish school
or failed to get the relevent qualifications (for what ever reason).
Extra Employment Costs employing high skilled professionals who know
what they are doing, and are rare.
Hence because the few staff you do have cost you more than the many
staff you used to have.
