Are they sending the mail via the ISP's mail system or directly using a
mail server installed within their own network?  To put it another way,
is the ISP complaining about the load on their mail server or about the
bandwidth used?  If bandwidth is the issue, then they will have to find
some externally hosted system on which to build up a customer db and
from which to send out the mail.
