I worked for (actually, consulted for) a company like that.  It was
all this and that "Powerpoint stack" as they referred to the files
shuttled backwards and forwards by email.  Multi-megabyte files which
took tens of seconds to open, were horrible to read (let alone edit),
and each one contained perhaps a few hundred words.  They could much
more easily have had reasoned discussions by email, although that
would have required the managers to engage in reasoned thought on the
subjects under discussion.
