Obvious, highly inaccurate PR spin (as you'd expect from this
"government").  The actual plan is to cease all terrestrial TV
broadcasting of any type as soon as possible.  All delivery will be by
cable or satellite.  

Conventional AM and FM radio broadcasting is due to cease in the next
ten years or so, in favour of the abysmal DAB. 

It's all about "ownership" of a radio spectrum.
