More likely an entirely predictable result of privatization. One of the
things privatization does is increase pressure to optimize by reducing
excess capacity. Of course, `excess' capacity is also `rarely-used'
capacity: lose your safety buffers and, oh look, you suffer major
failures more often.
The Internet's trunk lines have suffered similarly: they're cheaper to
run but less reliable because less redundant than they used to be.
