Thinking about it further - it definitely was 20c.  Local calls from a 
private line at the time cost 16c for as long as you could hold the call 
open.  (This caused much angst for Australian Telecom as businesses were 
busy buying auto-dialling modems and replacing their leased lines with 
ordinary phone lines at about 1/10000 of the running cost.)  Payphones 
were 20c for the same local call.

The price in any case is immaterial - the point is you couldn't make an 
emergency call unless you happened to have the right coin on you, 
despite the call being notionally free.
