Each telco has to make it's own arrangements. These include determining
the location of the caller (which is very hard with VoIP) and may also
include 1st line handling and terminating the call to the relevant
emergency service. The telco may opt to come to an arrangement with
another telco for part of this but even if they do not the telco will have
to pay to terminate the call to the emergency service.
