[Gllug] Fedora/Dell Clock Problems

If ntpd is running,  have you tried stopping it and seeing what difference
there is ?

I have, by the way,  a linux router single floppy boot disc which I could
email/ftp,   which you could boot from and see if this 'bare bones' o-s
also suffers from clock problems.
