No, it's not.

It requires a cease of the service at the old address and a new activation 
at the new addres. Hence the 7-10 day lead time on the new activation 
which cannot be placed until the old one is completely cleared down if you 
are keeping the same number.

The mover process is supposed to handle these simultaneously and so 
provide you with a near seemless move.
