I'm not sure what this has to do with what I wrote. I speculated as to
what costs the council may believe they may incur. You've gone off on a
very strange tangent, possibly believing that I am the council official
responsible.

Two points occur to me:

- There's no telling whether I'm correct in my thinking or not. You may
want to comment as to whether you agree or disagree with my
speculations - or you may not, as the case may be.

- If you think that my speculations are correct and wish to complain
about the charging policy, then you should complain to the council in
question, not to me.  I don't have any control over this sort of thing.
I do, however, have some experience about costing projects, and know the
kinds of idiotic basis on which people, in both the public and private
sectors, decide on charging costs. I was merely sharing some of that
experience with the list in response to a question you posed,
