Vonage is an interesting service, and seemed quite reliable (we used
it at my previous company, alongside Skype).  However you can take the
box that plugs into your router and plug it in at any ADSL connection,
so I'm not sure how reliably they are able to determine your location.

It's probably the case that people who call 999 regularly are
disproportionately poorer, and so wouldn't appreciate paying this fee.
