[Gllug] Configuring apache to accept connections

Hi all,
I have recently installed Apache version 1.3.37 (from source with
openssl) on my home computer, but for some reason the server is not
accepting connections either from 127.0.0.1, or localhost, or ljp, or
local network addresses, or anywhere as far as I can establish. I
presume the Apache server is working OK and I would be grateful for any
help in adjusting the settings so that it will accept connections at
least from 127.0.0.1.
Below are some of the commands I have tried which I hope give those who
know about Apache configuring some useful hints.

Trying 127.0.0.1...
telnet: Unable to connect to remote host: Connection timed out
root at ljp:/usr/local/apache/bin# ./apachectl configtest
Syntax OK
Any help on how to proceed would be greatly appreciated. I have tried to
alter some of the settings in httpd.conf file but with no success so far.
