Under cAos-Linux I get the following at the bottom of the man page:

	The full documentation for touch is maintained as a Texinfo
	manual. If the info and touch programs are properly installed at

              info coreutils touch

       should give you access to the complete manual.

Which gives...

   Any FILE that does not exist is created empty.
