Sounds somewhat over specified for a firewall/router/gateway I've used 
Light CV860A units from linitx.co.uk for such applications.

Silent running off a compact flash. Near silent with a hard drive.

I have an

Arctic Cooling Freezer 64 Pro CPU Cooler (Socket 754/939/940/AM2) x 1 at 
£13.99

from overclockers.co.uk and it is pretty quiet with no need for the case 
fans to cut in at all. The only thing it is missing is variable fan 
speed control, oh and it is huge... I've also used Gigabyte 3d Rocket II 
coolers that do include a variable fan control but are more expensive at 
about £23 - very quiet though.

I have found Artec true power PSUs to be good quality and nice and 
quiet. Also Akasa "green power" series nut their price reflects the quality.
