AFIK it is OK with MS XP - I have done it with XP under Xen; it works OK.
It also works under Qemu (slower, but easier to get going - Xen is a pig).
The console is exported via VNC so you should be able to have one person
at a time (keep with the license) connect to it from their workstation.
MS made restrictions on MS Vista over running under virtualisation, they
changed the details a couple of time but I think that you need to buy the
more expensive one to be able (legally) to do it.
