That's certainly common practice for ISPs who allocate ADSL connections 
out of a big pool.

If you have a small subnet from your ISP, a /29 for example, then, if 
you ask nicely, they will sometimes add custom reverse DNS for you. Zen 
are an example of an ISP who have done this for me.
